This brochure is updated annually.

The Regional Transportation Authority plan includes four funding elements: roadway, transit, safety, and environmental and economic vitality. Pima County voters, in 2006, approved the 20-year plan and a half-cent sales tax to fund the plan. The plan is funded through June 30, 2026.

The 35 roadway projects, which are primarily managed by RTA member jurisdictions, are constructed in local communities and in Pima County. In addition to RTA funding, some projects receive local, regional and/or state funding. Click on links below for additional project details.

Currently, 788 RTA improvements have been completed and 57 projects are under construction.
 

Roadway Element - Projects Under Construction/In Design

Tangerine Rd., I-10 to La Cañada Drive - RTA Ballot Project #1 

Status: Under construction

Construction of Phase 1, from La Cañada Drive to Dove Mountain Boulevard, is  well underway. The project will improve safety and access in the region with a four-lane roadway, landscaped medians, bike lanes, sidewalks, turn lanes, wildlife crossings, and drainage improvements that will allow for all-weather access. Expected completion of the segment from Dove Mountain Boulevard to Thornydale Road is September 2017. The section from Thornydale Road to La Cañada Drive is expected to be completed in 2018. The Dove Mountain Boulevard to I-10 section will be constructed during the fourth period of the RTA plan.

La Cholla Blvd., Tangerine Rd. to Magee Rd. - RTA Ballot Project #4

La Cholla Boulevard improvements from Magee Road to Tangerine Road are being constructed in two phases. Design of Phase 2 from Overton Road to Tangerine Road is nearing completion. It will be a four-lane roadway with a landscaped median, sidewalks, bike lanes, drainage features and wildlife corridors. Right-of-way acquisitions and utlity relocation work will precede construction in late 2019.

Silverbell Rd., Ina Rd. to Grant Rd. - RTA Ballot Project #5

Status: Phase 3 - El Camino del Cerro to Ina Rd. - Fourth quarter

The first phase of the Silverbell Road improvement project from Grant Road north to Goret Road is completed. It is a four-lane divided roadway with a raised median, bike lanes, sidewalks and a multi-use path. Native landscape, wildlife linkages and public art are among other improvements. Significant archaeological resources exist along Silverbell Road, north of Phase 1. Extensive ecovery activities will occur before construction begins on phase two from Goret Road to El Camino del Cerro Road. Construction of the final segment from El Camino del Cerro to Ina Road is set for the fourth period of the RTA plan.

Railroad Overpass at Ina Rd. - RTA Ballot Project #6

Status: Under construction

Work is underway to construct a new traffic interchange at Ina and I-10.  Ina Road will become elevated and pass over the Union Pacific Railroad tracks and the freeway. The existing frontage roads and ramps will require reconstruction to intersect with the crossroad in its elevated position. When completed, the project will end the off-ramp backups at the railroad crossing and ease the flow of traffic through the interchange and improve safety for all commuters.Construction will require closure of the interchange from early 2017 through 2018. This is a a project of the Regional Transportation Authority and the Arizona Department of Transportation.

Downtown Links - RTA Ballot Project #16

Status: Construction expected to begin in 2018

Downtown Links will be a 1.3-mile long, multimodal roadway connecting Barraza-Aviation Parkway to Interstate 10. It will be a 30 mph, four-lane road with bike lanes, sidewalks and a separate multi-use path.  The alignment runs north of the Union Pacific Railroad tracks. Major drainage improvements will remove a large portion of downtown and surrounding neighborhoods from the 100-year flood plain. This project will eliminate one of the most hazardous railroad crossings in the state, and end long train-related delays on St. Mary's Road.

Broadway Blvd., Euclid Ave to Country Club Rd. - RTA Ballot Project #17

Status: In design. Construction is expected to begin late in the 3rd period (FY 2017-21) of the RTA

This project will widen Broadway Boulevard, from Euclid Avenue to Country Club Road, to a six-lane roadway with bus pullouts, medians, bike lanes, sidewalks and drainage features. Grant Rd., Oracle Rd. to Swan Rd. - RTA Ballot Project #18

Status: Phase 1 completed. Phase 2 under construction.

The improvements from Oracle Road to Swan Road include additional travel lanes, new and wider sidewalks, more signalized crosswalks, improved bicycle lanes and enhanced landscaping. Safety features include bus pullouts, dainage improvements, a median and managed access to businesses. Grant Road will use indirect left turns at major intersections to improve safety and traffic flow. Phase one, the Grant Road and Oracle Road indirect left intersection, was completed in 2013. Phase one includes all of the above improvements, plus improved bus shelters. Work on Phase 2 from Stone Avenue to Park Avenue began in 2017. The remaining improvements from Park Avenue to Swan Road are scheduled for the third and fourth periods of the RTA plan.

Valencia Rd., Alvernon Way to Kolb Rd. - RTA Ballot Project #24

The Valencia Road project will provide improved east-west access in the southeast Tucson metropolitan area, along with easy access to Interstate 10. It will be a six-lane parkway with bike lanes and sidewalks. The underpass at Interstate 10 and the bridge structure over the Union Pacific Railroad (UPPR) also will be provided. The Valencia Road/Kolb Road intersection is one of the busiest in the region. Improvements include a parkway at-grade intersection (PAGI). The intersection will feature movements that use on ramps in place of left turns for the major turn movements, as well as indirect left turns (U-turns).

Broadway Blvd., Camino Seco to Houghton Rd. - RTA Ballot Project #29

Status: Utility relocations will occur in 2017. Construction to follow.

The two-mile project extends from Camino Seco Road to Houghton Road.  It will improve traffic flow and enhance safety for bicyclists and pedestrians. The eastern Broadway Boulevard will be widened to a four-lane, urban roadway with two travel lanes in each direction, and a curbed, landscaped median. There will be improved drainage, five-foot bike lanes, six-foot sidewalks and a new signalized pedestrian crossing at Gollub Road.



Roadway Element - Projects Completed

Camino de Mañana, (Twin Peaks Rd.) Tangerine Rd. to Linda Vista Blvd. - RTA Ballot Project #2

Status: Completed November 2010

The section of Twin Peaks Road is a new four-lane divided roadway that includes sidewalks, bike lanes, a multi-use path, wildlife crossings, drainage and bus pullouts for future transit service. The new road led to development of a major commerce center near Twin Peaks Road and Interstate 10. Tucson Premium Outlets opened in October 2015.

Twin Peaks Rd., Silverbell Rd. to I-10 - RTA Ballot Project #3

This section of Twin Peaks Road is a new four-lane divided roadway that includes a raised, landscaped median, bike lanes and sidewalks. The project included construction of a new traffic interchange at I-10, a railroad overpass and a new bridge over the Santa Cruz River. The economic benefits of this project include less congestion, shorter travel distances to I-10 and creation of land parcels suitable for commercial development.

La Cholla Blvd., Tangerine Rd. to Magee Rd. - RTA Ballot Project #4

The La Cholla Boulevard improvements from Magee Road to Tangerine Road are being constructed in two phases. The section of roadway from Magee Road to Overton Road was completed in spring of 2014. It is a four-lane parkway with sidewalks and a multi-use path. The main feature is a bridge spanning the Canyon del Oro Wash that provides all-weather access for commuters, ending frequent detours motorists previously endured during flash floods.

Silverbell Rd., Ina Rd. to Grant Rd. - RTA Ballot Project #5

The first phase of the Silverbell Improvement project, from Grant Road north to Goret Road, is completed. It is a four-lane divided roadway with a raised median, bike lanes, sidewalks, a multi-use path, native landscaping, wildlife linkages and public art.

Magee Rd./Cortaro Farms Rd., La Cañada Drive to Thornydale Rd. - RTA Ballot Project #7

Status: Completed.

This corridor is a four-lane divided roadway with bike lanes and sidewalks. It provides continuous access on Magee Road and eliminates the jog at La Cholla Blvd. This project includes a new bridge over the Cañada del Oro Wash, flood control channelization on the Nanini Wash and a pedestrian signal at Legacy School.

Sunset Road, Silverbell Rd. to River Rd. - RTA Ballot Project #8

Status: Phase 1 - Silverbell Road to I-10 - Completed February 2017

Sunset Road from Silverbell Road to Interstate 10 is a two-lane road with a continuous center turn lane and a 720-foot long bridge over the Santa Cruz River. The bridge has a shared-use path along the southern edge, and a pedestrian sidewalk along its northern edge. The project restores Sunset Road access over the Santa Cruz River for the first time since the 1983 floods wiped out the old Sunset Bridge. The project cost was $8.3 million, 30 percent under the original estimate. The section from I-10 to River Road (phase two) is scheduled for construction after 2021.

La Cholla Blvd., River Rd. to Ruthrauff Rd. - Ballot Project #10

The six-lane roadway has paved shoulders for bicyclists, along with sidewalks for pedestrians. Intersection improvements at Curtis Road and Ruthrauff Road keep traffic moving. All commuters benefit from storm drains and the six-lane bridge over the Rillito River. This roadway provides an important alternative to the interstate for local traffic during periods of construction or when there is restricted access on Interstate 10.

La Cañada Drive, Calle Concordia to River Rd. - Ballot Project # 11

This stretch of roadway was constructed in two phases, giving drivers, bicyclists and pedestrians six miles of new pavement, bike lanes, sidewalks and a multi-use path. It connected existing four-lane roadways north and south of the project and eliminated a major gap in the region's arterial road network. The project required reconstruction of the La Cañada Road/Orange Grove Road intersection and installation of drainage facilities along the corridor to prevent roadway flooding during heavy rains.

Magee Rd., Oracle Rd. to La Cañada Drive - Ballot Project #12

This stretch of roadway provides important east-west access from Oracle Road to Thornydale Road. Crews widened the roadway to four lanes, added a center median. The project includes bike lanes, sidewalks improved drainage and landscaping.

Valencia Rd., Ajo Highway to Mark Rd. - Ballot Project #21

Status: Phase 1 - Mark Road to Wade Road - Completed in spring 2016

The improvements widened Valencia Road to a four-lane desert parkway with bike lanes and sidewalks. This project has improved safety, reduced congestion and increased mobility for residents, businesses and visitors along this major east-west corridor on the south side of the Tucson metropolitan area. Construction from Wade Road to Ajo Highway is expected to begin in 2018.

Kolb Rd., Connection to Sabino Canyon Rd. - Ballot Project #26

The brand new corridor is designed to ease congestion at the Grant/Kolb roads intersection with Tanque Verde Road.  This project extends Sabino Canyon Road south of Tanque Verde and connects to Kolb Road.  Eastside commuters now have a new four-lane roadway with bike paths, sidewalks, two bridges, drainage improvements, landscaping, safety features and public art.

Tanque Verde Rd., Catalina Hwy. to Houghton Rd. - RTA Ballot Project #27

Status: Completed September 2011

The project included widening more than a mile and a half of the existing two-lane Tanque Verde Road to four travel lanes with a curbed median, paved shoulder, outside curbs, storm drains, landscaping and pedestrian facilities.

Speedway Blvd., Camino Seco to Houghton Rd. - RTA Ballot Project #28

Status: Completed July 2012

This widening improvement provided two through lanes in each direction with a 20-foot wide landscaped median. There are concrete curbs, six-foot wide sidewalks, bike lanes and public art along the improved section of roadway. Drainage improvements include storm drains, catch basins, and reinforced concrete box culvert crossings to control flooding and provide all-weather crossing capability.

Houghton Rd., I-10 to Tanque Verde Rd. - RTA Ballot Project #32

Status: The first four phases are completed: Broadway/Houghton intersection, Broadway Boulevard to 22nd Street, Irvington Road to Valencia Road, and Old Vail Road/Mary Ann Cleveland Way intersection.

The Houghton Road corridor spans 13 miles from Tanque Verde Road to Interstate 10. The Houghton Road bridge over the railroad tracks is currently under construction with completion expected in spring 2019. Construction of the section from the railroad tracks to Interstate 10 is scheduled to begin in 2018. Phases 6, 7 and 8 will be constructed late in the third period and 4th period of the RTA plan.

Wilmot Rd., North of Sahuarita Rd. - RTA Ballot Project #33

Status: Completed June 2017

This project improves access to and from southeast metropolitan Tucson for residents who live in the Wilmot Road/Sahuarita roads area. Wilmot Road, north of Sahuarita Road was a dirt trail for about seven miles before it met pavement. Now, it is two-lane paved roadway with improved low-water crossings for access during rainy weather. This is one of several RTA-funded projects coming in below the estimated cost; 20 percent below the original estimate at just under $5 million.

Sahuarita Rd., I-19 to Country Club Rd. - RTA Ballot Project #34

Status: Completed

This project, consisting of three phases, included nearly four miles of Sahuarita Road, from I-19 to Country Club Road. Crews widened Sahuarita Road to a four-lane, divided roadway with medians, a pedestrian underpass, paved shoulders, sidewalks, drainage improvements and landscaping.

I-19 Frontage Rd., Canoa Ranch Rd. to Continental Rd. - RTA Ballot Project #35

Status: Completed in 2010

This early RTA project provided a two-way frontage road with paved shoulders linking Continental Road and Canoa Ranch Road. It runs along the east side of Interstate 19. It provides important access for residents and businesses in the area.

 

Roadway Element - Future Projects

Ruthrauff Rd. at I-10 and Railroad Overpass - RTA Ballot Project #9

Status: In design. Construction expected to begin 2018.

This project will lower Interstate 10 to ground level and raise Ruthrauff Road over the Union Pacific Railroad and I-10. It will be two lanes in each directon. Frontage roads and ramps will be reconstructed to meet the new profiles on I-10 and Ruthrauff Road.

First Ave., Orange Grove Rd. to Ina Rd. - RTA Ballot Project #13

Status: Fourth period project to begin between fiscal years 2022 and 2026

Plans for First Avenue between Orange Grove Road and Ina Road call for widening the roadway to four lanes and adding bike lanes and sidewalks.

First Ave. River Rd. to Grant Rd. - RTA Ballot Project #14

Status: Third period project to begin between fiscal years 2017 and 2021

Voters approved this widening project to include a six-lane roadway with bike lanes and sidewalks.

UPRR Underpass at Grant Rd. - RTA Ballot Project #15

Status: In the planning process. Construction will be in the 4th period of the RTA plan.

This project will provide three lanes in each direction on Grant Road under the Union Pacific Railroad, along with sidewalks and bike lanes. It will significantly ease traffic congestion at the Grant Road underpass at Interstate 10.

22nd St., I-10 to Tucson Blvd. - RTA Ballot Project #19

Status: Construction of Phase 2 from Kino Parkway to Tucson Boulevard is expected in 2019, followed by Phase 3 from Interstate 10 to Kino Parkway in the 4th period of the RTA plan. A grade separated interchange at the Kino Parkway and 22nd Street intersection was completed in fall of 2015.

Future improvements will widen 22nd Street to three lanes in each direction. Additional project elements include access to nearby businesses and neighborhoods, drainage, street lighting, sidewalks, landscaping, bicycle, pedestrian, transit facilities and public artwork.

Barraza/Aviation Parkway, Palo Verde Blvd. to I-10 - RTA Ballot Project #20

Status: Construction to take place in the 4th period of the RTA plan.

This is a design and right-of-way project to fund the future connection of the parkway to Interstate 10.

Irvington Rd., Santa Cruz River east of I-19 - RTA Ballot Project #22

Status: This is an early project in the 4th period of the RTA plan.

There will be intersection and access management improvements, new bike lanes and sidewalks on Irvington Road from the Santa Cruz River to east of Interstate 19. This project will be constructed in conjunction with the Arizona Department of Transportation's reconstruction of the Irvington Road/I-19 interchange.

Valencia Rd., I-19 to Alvernon Way - RTA Ballot Project #23

Status: This is a project in the 4th period of the RTA plan.

This project will be designed to include access management and safety and intersection capacity improvements.

Valencia Rd., Kolb Rd. to Houghton Rd. - RTA Ballot Project #25

Status: Roadway design expected to begin in 2019.

This project will widen Valencia Road to a six-lane parkway with bike lanes, sidewalks and drainage for all-weather access. The Valencia/Kolb intersection is one of the busiest in the region. Getting traffic through the area more efficiently and safely is what's behind the design of the new intersection. Traffic will progress straight through the intersection in all directions, giving drivers the option to make indirect left turns once past the intersection. Signals will be timed to maximize traffic flow. Valencia/Kolb intersection improvement will precede the roadway project.

22nd St., Camino Seco to Houghton Rd. - RTA Ballot Project #30

22nd Street will be widened to four lanes with bicycle lanes and sidewalks.

Harrison Rd., Golf Links Rd. to Irvington Rd. - RTA Ballot Project #31

Status: Fourth quarter project to begin between fiscal years 2022 and 2026

A new two-lane bridge will be built over the Pantano Wash, along with drainage improvements to provide all-weather access to commuters.
