Notice of Public Hearing – Administrative Public Hearing for FTA 5311 Grant Application

Notice is hereby given that a virtual public hearing will be held Feb. 13, 2026 at 11 a.m. A public hearing agenda posted on the Regional Transportation Authority (RTA) website www.rtamobility.com. The agenda includes a link to watch the hearing via YouTube.

To comment during the public hearing, please call Pima Association of Governments (PAG) at (520) 792-1093 at least 24 hours prior to the start of the hearing to advise PAG of your interest in participating in the virtual public hearing and receive instructions on how to do so.

The purpose of this meeting is for the consideration of projects where financial assistance is being sought from the U.S. Department of Transportation. Grant funds will be used to fund transit services between the City of Tucson and rural portions of Pima County, as well as provide linkages between the City of Tucson and surrounding jurisdictions. Grant funds also will be used to fund the purchase of transit vehicles used in the provision of the services described above.

At the hearing, the RTA will afford an opportunity for interested persons or agencies to be heard with respect to the social, economic, and environmental aspects of the project. Interested persons may submit oral or written evidence and recommendations with respect to said project.

A copy of the FTA 5311 Grant Application Draft will be available on the RTA website at www.rtamobility.com/public-notice for public review and comment beginning Feb. 13, 2026 and may be revised before submission based on comments received.

Notice of March 10, 2026, RTA Next Election

The Regional Transportation Authority of Pima County, a state-established political subdivision and taxing district, gives public notice of a March 10, 2026, Special Election which is being conducted as a ballot-by-mail election. The ballots will be mailed to all registered voters on Wednesday, Feb. 11, 2026.

Due to the mail-in election, voting centers will not be open on election day. All individuals registered to vote in Pima County are qualified to cast a ballot. The last day to register to be eligible to vote is Feb. 9, 2026, before midnight.

If you do not know if you are qualified to vote, you may check your registration status online at Recorder.pima.gov/Voter_dashboard_login or contact the Pima County Recorder s Office at (520) 724-4330.

You may mail your ballot back or drop it off at any early voting ballot replacement site or ballot drop off location. The last recommended day to mail your ballot back is Tuesday, March 3, 2026. To find locations to return ballots, visit Recorder.pima.gov/EarlyVotingSites.

For your ballot to be valid and counted, your completed ballot must be returned in the affidavit envelope provided. Make sure to sign, date, and provide a current phone number on your affidavit envelope, which must be received by the Pima County Recorder s Office no later than 7 p.m. on Election Day, Tuesday, March 10, 2026. Postmarks DO NOT COUNT.

If you need to obtain a replacement ballot for one that is destroyed, lost, spoiled or not received, you may visit Recorder.pima.gov/BallotByMailRequest or call the Pima County Recorder s Office at (520) 724-4330 before 5 p.m. on Friday, Feb. 27, 2026. Replacement sites will be open until 7 p.m. on Election Day, Tuesday, March 10, 2026. For more information on ballot replacement sites and voter registration, voters can contact the Pima County Recorder s Office or visit its website at recorder.pima.gov.

The election pertains to the Regional Transportation Authority’s $2.67 billion RTA Next plan, which includes roadway, transit service, environmental, safety, ADA, bicycle and pedestrian improvements across Pima County for the next 20 years. Other improvements include repaving to fix roads that need it most, as well as the addition of new vehicle lanes, bus pullouts, drainage, and other bike and pedestrian improvements on roadway corridors to improve safety for all transportation users.

The ballot has two questions: Prop 418 (RTA Next plan) and Prop 419 (funding needed to implement the RTA Next plan). If the plan and funding are both approved, you will continue to pay the same tax rate you are paying now.

For more information, a publicity pamphlet will be mailed on Feb. 1 to all households in Pima County containing a registered voter.
